Voting day in 21 communities across 10 marzes. In 19 of them the community council (avagani) is elected by proportional vote for party and alliance lists; Fioletovo and Shamiram vote under the majoritarian system. Voting hours: 08:00–20:00.
Proportional vote in 19 communities: voters choose one party or alliance list, and council seats are distributed among the lists according to their votes. The CEC set 15–33 seats, depending on the community.
In list-vote communities, each list's #1 is its candidate for community head. In Fioletovo and Shamiram (majoritarian vote), voters choose between individual candidates, and the community head is elected directly.

On 26 September the Central Electoral Commission drew lots to assign ballot numbers to the parties and alliances running in the 25 October local elections held under the proportional system. Civil Contract drew No. 14, the Armenian Revolutionary Federation No. 10 and Strong Armenia No. 17.
Local self-government elections will be held on 25 October in 21 communities: 19 under the proportional system, and Fioletovo (Lori) and Shamiram (Aragatsotn) under the majoritarian system. Registration of the lists closed on 25 September.
In proportional elections, parties and alliances had to submit their list documents to the territorial electoral commissions by 18:00 on 20 September; the lists are registered between 20 and 25 September.
